Spartak Vaka, PLS serves as a Senior Vice President and Director of the Survey Group at ALPA Consulting. He brings over 40 years of experience in surveying, mapping, and photogrammetry, supported by a strong academic foundation in mathematics as applied to surveying disciplines.
Mr. Vaka's field expertise includes the use of Total Station and GPS technologies, as well as conducting ALTA/NSPS land title surveys, construction stakeout, roadway and utility surveys, and property line determinations. In the office, he is highly experienced in data processing, survey calculations, field data post-processing, traverse analysis, and drafting support for deliverables such as base maps, Right-of-Way plans, layout plans and written instruments, and both permanent and temporary easements.
He is exceptionally proficient in AutoCAD Land Desktop and Civil 3D, ensuring accurate and efficient production of final survey documents.

Shabnam Mashmasarmi is a real estate attorney, developer, and strategic consultant with over 13 years of experience in real estate, land use, and business law. She is the Vice President of Business Development for ALPA Consulting, LLC. She is a Partner at Zaheer Law Group, PLLC and serves as Chief Operating Officer and Broker of Record for Onyx/Group Development, LLC and Onyx/Group Realty, LLC, overseeing complex real estate projects from acquisition through construction.
Shabnam has extensive experience in private sector real estate development, particularly in working with developers on permitting, entitlements, and regulatory compliance. As a developer herself, she co-led Onyx/Group’s successful responses to multiple public RFPs, including the firm’s landmark mixed-income project in Foxborough, MA—where Onyx/Group became the first MWBE developer to build in the town’s history. In this project, Shabnam played a key role in assembling the consultant team, supporting zoning and permitting strategy, and coordinating with civil engineers, surveyors, and architects to help move the project from proposal to active construction. Her experience navigating municipal processes and aligning development teams ensures strong insight into the practical needs of complex, community-based projects.
As an attorney, she regularly advises clients on Zoning Board of Appeals (ZBA) matters, land use compliance, and legal opinions related to title, variances, and permitting strategy. Her work often involves close collaboration with surveyors, engineers, and architects to bring projects from concept to completion. This experience directly supports ALPA Consulting’s ability to deliver integrated, regulatory-compliant solutions to clients and public agencies.
Shabnam also serves as a Foreclosure Commissioner for the U.S. Department of Housing and Urban Development (HUD), managing government foreclosure processes in Massachusetts, which has further deepened her understanding of public-sector compliance, real property disposition, and due process.
She is a graduate of Boston College and Suffolk University Law School and holds a Certificate in Diversity and Inclusion from Cornell University. She is licensed to practice law in Massachusetts, New York, Florida, and the U.S. District Court of Massachusetts.

Mary Jane is a Project Manager at ALPA Consulting, LLC leading the development of right-of-way plans and easement documentation for public infrastructure projects. With a strong foundation in surveying principles and real estate development practices, she collaborates closely with multidisciplinary teams to ensure plans are accurate, clear, and actionable.
She has extensive experience in water resources, environmental engineering, and transportation projects, including as-built profiles for the Boston Water and Sewer Commission project, access and staging plans for MWRA and intersection improvements and bridge work in the City of Lowell. From utility research to base map verification, her work consistently meets rigorous company, design, and production standards.
Known for her collaborative and creative approach, Mary Jane translates complex technical requirements into practical solutions, keeping projects on course and deliverables manageable and delivered on schedule.

Genti is a Project Surveyor at ALPA with over 17 years of experience in land surveying, Geomatics, 3D laser scanning, and civil engineering projects throughout New England. He has supported major infrastructure and utility projects for agencies including MassDOT, RIDOT, FEMA, BWSC, MWRA and Private Clients.
Genti specializes in boundary, topographic, and right-of-way surveys, with strong expertise in traverse analysis, survey control, and data management. He is proficient in AutoCAD Civil 3D, Leica Cyclone, Leica Register 360, Carlson Software, and RTK surveying technologies.
At ALPA, he overseas surveying operations, processes field data and 3D laser scan data, and works closely with field crews, engineers, and project managers to ensure accurate data collection and reliable project outcomes.
